CONSIDERATION OF A KANSAS DEPARTMENT OF CORRECTIONS (KDOC) GRANT APPLICATION IN THE AMOUNT OF $627,263 AND APPROVAL TO ENTER INTO CONTRACTS WITH TIYOSPAYE, INC. (DBA HIGHER GROUND) FOR SUBSTANCE TREATMENT / PEER MENTORING SERVICES AND A MOU WITH COMCARE FOR THERAPIST / CASE MANAGEMENT SERVICES.

RECOMMENDED ACTION: Approve the application for the grant, and if awarded authorize acceptance of the grant,establishment of budget authority as provided in the Financial Considerations section of this request and authorization to enter into contract with Tiyospaye, Inc. (DBA Higher Ground) for substance treatment/peer mentoring services and a MOU with COMCARE for therapist/case management services.

Grant Summary and Timeline: The SFY19 Kansas Department of Corrections (KDOC) budget includes funding to support the Justice Reinvestment Initiative (HB2170). The purpose of the funding is to enhance and/or develop behavioral health programs/interventions in the community and reduce recidivism with adult felony offenders as a result. The FY19 budget includes funding to sustain current positions that provide cognitive skills programming, peer mentoring, and mental health strategies proven to reduce recidivism.

Budget Authority Adjustment: New internal orders will be created to manage these funds. Additional budget authority is requested for 2018 in 33072-253 in the amount of $133,000. Details are included on the attached budget form.

Expected measurable outcomes: To strengthen probation supervision, community safety, and client success by increasing behavioral interventions proven to reduce recidivism among adult felony offenders.
Requirements from Sedgwick County: Division of Corrections and Finance will be responsible for collecting and reporting program/fiscal quarterly reports to KDOC.
Alternatives: If Sedgwick County does not apply, we will not receive funding from KDOC for local services.

Legal considerations: The Authority for this action is K.S.A. 19-101 and K.S.A. 75-5292 et seq. Pursuant to County's grant policies and procedures, this grant application requires approval from the Board of County Commissioners. A simple majority vote is required.
