Solid Waste Coupon Program.
Summary
The SC Solid Waste Fee is used for special community programs, such as the Electronic Waste Collection Event, Waste Tire Roundups, Household Hazardous Waste, etc. When Brooks MSW Landfill was open, the City of Wichita provided for a free dump day. This allowed residents to bring bulky items to the landfill for free disposal, which have typically incurred an additional collection cost if left at the curbside. Events such as these help to clean up our community. One-day collection events have proven to be very popular, however, they also result in long lines of participants waiting to enter the disposal location.
In response to citizen inquiries regarding disposal of bulky items, this Solid Waste Coupon program has been developed. It will allow for residents to take items (1,000 lb total limit) for free to one of the two privately owned transfer stations in Sedgwick County. The program alleviates concerns related to one-day programs since the program will be good through the end of 2011.
Body
Funding for this program is through the Special Projects fund center 43007-208, which is funded through the Solid Waste Fee. This fund center currently has funds totaling $173,486 available. These funds will cover the cost of implementation and the transfer station fees for 6,000 coupons.
Environmental Resources has worked closely with both transfer station owners, Budget, DIO, Communications, and the Data Center on the implementation of this program. Citizens will be able to apply online or by phone to obtain a free coupon. The coupons will be available on a first-come, first-serve basis and will contain a watermark to prohibit copies. This program will be offered again in 2012 to accomodate those who could not take advantage of this offer in 2011.
Legal Considerations: The authority for this action is K.S.A. 65-3410. A simple majority is required.
