Grant Summary and Timeline: Healthy Babies is a home/office visit program that provides preconception, prenatal and interconceptional group education designed to reduce the rate of teen and unwanted pregnancy in Sedgwick County while also improving birth outcomes of at-risk moms. Services are available to all Sedgwick County residents regardless of income or insurance coverage, and services are provided by Registered Nurses and Community Liaisons prenatally through the childs second birthday.

 

Healthy Babies and the Wichita Public Schools, Unified School District (USD) 259, have partnered since 2009 to provide education and resources on topics including abstinence, pregnancy prevention, sexually transmitted infections and HIV, risky behaviors and making healthy choices. Healthy Babies nurses provide "Healthy Today, Healthy Tomorrow" presentations to 8th grade science and 9th grade physical education students in USD 259 middle and high schools. Healthy Babies is the only provider approved by USD 259 to provide such education, ensuring that students receive accurate and consistent messaging.

 

In December 2010, Healthy Babies was approached by KDHE to accept the Personal Responsibility Education Program (PREP) grant as part of our annual Aid to Local (ATL) funding. The intent of the PREP project is to implement evidence-based program models to educate adolescents on abstinence and contraception for prevention of pregnancy and sexually transmitted infections, including HIV/AIDs, and provide education on at least three of the following adulthood education subjects:

 

• Healthy relationships (positive self-esteem and relationship dynamics, friendships, dating, romantic involvement, marriage and family interactions)

• Adolescent development (healthy attitudes and values about adolescent growth and development, body image, racial and ethnic diversity and other related subjects)

• Financial literacy

• Parent-child communication

• Educational and career success (developing skills for employment preparation, job seeking, independent living, financial self-sufficiency, and work-place productivity)

• Healthy life skills (goal-setting, decision making, negotiation, communication and interpersonal skills, and stress management)

Budget Authority Adjustment: Yes; funding will be managed through fund center #38114-274 (PREP). This is a four-year renewable grant and will be included in next year's KDHE ATL grant bundle. The budget for year one is $180,000 to cover initial start-up costs and training; years two thru four are budgeted for $158,000 each. There are no match requirements. Funding for future grant cycles will be based on project performance and funding availability. Healthy Babies will use $130,640 of the grant award and will subcontract $49,360 to USD 259.

 

Personnel considerations:

Personnel costs for this grant are $79,984 and will be used to pay for all or part of two current staff positions. The community liaison position (#2297) is currently paid 100% from 38029-110 and will be moved to 100% PREP grant funding. The nurse project manager position (#2645) is currently paid 100% out of 38096-274 (HRSA Healthy Baby Grant) and will be reallocated to 67% 38096-274 (HRSA Healthy Baby Grant) and to 33% PREP funding.

 

Analysis:

Accepting the PREP grant funding will allow the Healthy Babies program to expand our "Healthy Today, Healthy Tomorrow" partnership with USD 259 to provide preconception education services to reduce the teen and unwanted pregnancy rates, as well as improving birth outcomes (See attachment #1, Table 2). Outcomes will be tracked via short-term and long-term post-testing to measure knowledge gained and behavior change. Outcome data of the Healthy Babies program for years 2005 and 2010 continues to demonstrate an increase in the number of moms and babies served, while also improving birth outcomes; a trend we expect will continue. (See Attachment #1, Table #3).

 

Expected measurable outcomes:

 

Reduction of teen pregnancy rates in Sedgwick County via implementation of the "Reducing the Risk" (RTR) curriculum:

• By 06/30/12, "Reducing the Risk" (RTR) curriculum will be implemented in two USD 259 high schools.

• By 06/30/13, the RTR curriculum will be implemented in four USD 259 high schools.

• By 06/30/14, the RTR curriculum be implemented in six USD 259 high schools.

• By 06/30/15, the RTR curriculum will be implemented in the final two USD 259 high schools, a total of 8.

• By 06/30/15, Physical Education Teachers in all of the above high schools will be trained on how to effectively teach the Reducing the Risk curriculum.

 

• Short -term outcomes will be measured via pre- and post-test questionnaires administered during the scheduled education. Questions will evaluate preconception and reproductive health knowledge. Statistical analysis will assess the change in knowledge based on the educational curriculum presented.

 

• Long-term outcomes will be measured via 6- and 18-month post-test retention questionnaires administered to students who took 9th grade PE (a district requirement). Questions will evaluate preconception and reproductive health knowledge as well as personal outcomes experienced since the original education occurred. Focus groups will also be conducted with students. Statistical analysis will assess the change in knowledge based on the educational curriculum presented.

 

• We will also be evaluating population-based outcomes over the grant term, to include: teen birth rate, and high-risk birth outcomes for that same population, including low birth weight, prematurity and infant death.

 

Alternatives:

The alternatives to accepting this contract funding are to not accept the funding and reduce personnel and services; or try to seek funding elsewhere. This funding can only be awarded to local health departments. Additionally, the Healthy Babies program is the only approved external presenter of reproductive life planning education for USD259.

Legal considerations: The PREP program is defined in Contract Attachment No. 24 that shall be incorporated into the KDHE Aid To Local Universal Contract. Approval is by simple majority vote.
