Crime Prevention Grant Contract Amendments.

Recommended Action: Approve the amendments and authorize the Chairman to sign.
Background: Tiyospaye (Higher Ground) and the Mental Health Association (MHA) were both selected to receive Crime Prevention grants in FY 2012, and both require minor technical alterations to their subsequent contracts. Higher Ground has one performance outcome related to the arrest rate of youth participating in the program, and the proposed amendment clarifies that all participating youth should be included in the target measurement. The Mental Health Association amendment incorporates an updated budget into the agency's contract. No project financial numbers were changed since Commission approval and the aggregate total remains the same, but rather the amendment replaces the FY 2011 budget with the new FY 2012 budget for MHA in the contract, as originally intended. Crime prevention grants are administered on a July to June fiscal year.
Alternatives: Both amendments make these contracts more accurate. The proposed amendment for Higher Ground makes their outcome a more inclusive and ultimately valid measure of program performance, and the amendment for MHA's contract replaces the current budget with the correct budget, which is important for them to receive the proper payments.
