Grant Summary and Timeline: This is an annual grant for Kansas Administrative Counties who are responsible for implementing their judicial district’s   comprehensive plan for the development, implementation, operation, and improvement of juvenile community corrections services. Sedgwick County began receiving funds for local juvenile justice programming in 1998. In order to continue to receive grant funds, Sedgwick County must submit a SFY20 funding application and Comprehensive Plan.  The SFY20 application is for the period July 1, 2019 through June 30, 2020. The total allocation for Graduated Sanctions for Sedgwick County in SFY20 is $2,884,113.88.  There is an additional allocation for Prevention of $168,327.28 that Sedgwick County plans to use to fund a case management position and contract with Kansas Legal Services for youth attorney services ($100,000). The Juvenile Corrections Advisory Board (Team Justice) approved the Comprehensive Plan and Grant Application/funding plan at their March 29, 2019 meeting.

Budget Authority Adjustment: Approval of the agenda item and receipt of the grant will require total additional 2019 budget authority of $1,525,722:  $215,923 in 33005-253, $371,522 in 33012-253, $854,613 in 33060-253 and $83,664 in 33003-253.

 

Personnel considerations: No new positions are being added with this funding. Two part time positions in JIAC, one ISO I position, and one Office Specialist position are being unfunded, but the FTEs will remain on the staffing table. One ISO I position will be reassigned to provide Prevention Case Management.

 

Expected measurable outcomes: Reduction in recidivism is the overall measure for Department of Corrections. In addition, there are process and behavioral outcomes for KDOC-JS including increasing by 1% (88%-89%) the percentage of program participants who do not return to Juvenile Intake and Assessment, Juvenile Detention and/or receive a new arrest/case filing during case management. 

 

Requirements from Sedgwick County: (reporting requirements or other actions required of the organization should the grant be awarded):  Data collection and quarterly program and fiscal reporting to KDOC-JS will be required. Department of Corrections will complete all program reports to KDOC-JS quarterly. Division of Corrections will work with Finance to assure fiscal reports are submitted quarterly.  Sedgwick County also contracts for annual program evaluation by Wichita State University.

 

Alternatives: If we do not submit a funding application for approval, we will not be able to receive these KDOC-JS funds. 

 

Policy considerations: None.

 

Legal considerations: The authority for this action is K.S.A. 19-101 and K.S.A. 75-5292 et seq. Pursuant to the County’s grant policies and procedures, this grant application requires approval from the Board of County Commissioners. A simple majority vote is required.
