CONSIDERATION OF THIRD TERM RENEWAL OF KANSAS DEPARTMENT OF CORRECTIONS - JUVENILE SERVICES REINVESTMENT GRANT IN THE AMOUNT OF $614,028.00 AND REGIONAL GRANT IN THE AMOUNT OF $250,000.00 TO SUPPORT DELIVERY OF EVIDENCE BASED SERVICES TO YOUTH AND THEIR FAMILIES AND MAINTAIN CONTRACTED SERVICES FOR SUBSTANCE TREATMENT AND DAY SCHOOL.

Grant Summary and Timeline: This is the third term of the KDOC-JS Reinvestment and Regional Grants related to implementation of SB367 and established by K.S.A. 38-2301 reinvesting in communities to support youth with effective evidence-based programs to help maintain youth in their homes and home communities. The first term of the grant was in 2017 for SFY18 and renewal occurred for the second term of SFY19. The Regional Grant is a collaboration inclusive of eight (8) counties (Butler, Cowley, Elk, Greenwood, Harvey, McPherson, Sedgwick and Sumner). The Juvenile Corrections Advisory Board (Team Justice) approved the grant renewal/fiscal workbook submissions at their March 29, 2019 meeting.

Budget Authority Adjustment: Requests for additional budget authority for 2019 total $432,014: $307,014 in 33079-253 (Reinvestment) and $125,000 in 33080-253 (Regional).
Personnel considerations: No new positions are being added with this funding. Existing full time program staff will be funded at 100%. The approved part time positions for the Reinvestment Grant are not currently filled and will be listed as unfunded.
Expected measurable outcomes: Outcomes as reported to the state include the following:
Percent of youth living at home at completion of program
Percent of youth living at home 1 year after completion of program
Percent of youth in school and/or working at completion of program
Percent of youth in school and/or working 1 year after completion of program
Percent of youth with no new arrests at completion of program
Percent of youth with no new arrests 1 year after completion of program
Percent of youth successfully completing program
In addition, the Expeditor position under the Reinvestment Grant, is involved in a goal of reducing length of stay in detention and case processing lengths.
Requirements from Sedgwick County: (reporting requirements or other actions required of the organization should the grant be awarded): The Department of Corrections - Juvenile Services will be responsible for collecting and reporting monthly/quarterly program and fiscal information to KDOC-JS. In addition, contracted Substance Services with Seventh Direction (Contract #4882-11 and Amendment 4776-11) and contracted Day School Services with Center for Academic and Behavioral Research (4906-11) will be continued/funded.
Alternatives: If not approved, the Department of Corrections will not be able to submit an application and will not be able to receive these KDOC-JS funds.
Policy considerations: None
Legal considerations: The authority for this action is K.S.A. 19-101 and K.S.A. 75-5292 et seq. Pursuant to the County’s grant policies and procedures, this grant application requires approval from the Board of County Commissioners. A simple majority vote is required.
