Agreement with the Kansas Department of Transportation (KDOT) for funding and construction of a bridge on Hydraulic between 111th and 119th Streets South with Federal Funds (CIP Project Number B-489) (District 2).

Recommended Action: Approve the agreement and authorize the Chairman to sign.

 

Sedgwick County has applied for and received federal funds through KDOT to construct the project. Prior to letting bids for the project, the County is required to enter into a funding agreement. The federal grant will provide 80% funding and the County will provide 20% in matching funds. The federal funds are capped at $1,000,000 (80%), the County share is projected to be $250,000, and any costs that exceed a total of $1,250,000 will be paid 100% by the County.

 

Alternatives: Decline the federal funds and withdraw from the project.

 

Financial Considerations: The cost of construction and construction engineering is estimated to be $1,250,000. KDOT will provide federal funds at the rate of 80% of actual costs up to a total of $1,000,000. The County will provide 20% matching funds up to $250,000 but if the cost of the project exceeds $1,250,000 the County will be responsible for 100% of the costs that exceed $1,250,000. Sufficient budget authority exists in the project for this agreement.

 

Legal Considerations: The Board of County Commissioners is authorized to make all contracts in relation to the property and concerns of the county under K.S.A. 19-101 fourth. Also, pursuant to the County's grant policies and procedures, this grant requires approval from the Board of County Commissioners. Approval is by simple majority vote.
