Recommended Action: Approve the agreement and authorize the chairman to sign.

 

The Sedgwick County Developmental Disability Organization (SCDDO) contracts with the Kansas Department on Aging and Disability Services (KDADS) to serve as the Community Developmental Disability Organization (CDDO) for Sedgwick County. One responsibility of a CDDO is to manage a network of qualified service providers for individuals with intellectual and/or developmental disabilities (IDD). As required by regulation (KAR 30-64-22), each provider wishing to provide IDD services must affiliate with the CDDO for that area. 

 

Winning Out Loud, LLC is a new provider that wishes to serve individuals with IDD in Sedgwick County through their day support program. Day supports are regularly occurring activities that provide a sense of participation, accomplishment, personal reward, personal contribution, or remuneration; and, thereby serve to maintain or increase adaptive capabilities, productivity, independence or integration, and participation in the community. The agency has met all the conditions required by SCDDO policy, including obtaining a license through KDADS. 

 

Alternatives: The SCDDO is required to contract with qualified service providers (see KAR 30-64-22).

 

Financial Considerations: Payment for services provided under this agreement are paid directly to the provider through Medicaid, although Sedgwick County does cover a few services through its State Aid program. All payment is made on a reimbursement basis and not paid to providers until the service has been provided and authorization confirmed. No additional budget authority is required for this agreement.

Legal Considerations: The authority for this action is KSA 39-1805. A simple majority is required.

 

Policy Considerations: As mentioned above, the SCDDO is required to contract with qualified service providers and follows a process outlined through a state-approved policy.
