CONSIDERATION OF GRANT IN THE AMOUNT OF $650,000 FOR EMERGENCY CRISIS STABILIZATION BEDS FROM THE KANSAS DEPARTMENT FOR AGING AND DISABILITY SERVICES (KDADS).

Grant Summary and Timeline: The Community Crisis Center (CCC) seeks to create a center and system of integrated services located in Wichita that holistically addresses the needs of individuals experiencing a behavioral health crisis. The CCC project expands existing crisis services to promote rapid stabilization and avoid emergency room (ER) admissions, local hospitalization, State hospitalization, and jail bookings. The project expands existing crisis services through the addition of: 23 hour crisis stabilization beds; crisis sobering services with average length of stay of eight to twelve hours; crisis acute medical detox services with average length of stay of three to five days; and children’s short-term crisis residential services.

 

The target population includes children, adolescents, and adults in the Butler, Sumner, and Sedgwick County area who are at risk of a higher level of care, including voluntary or involuntary local and State hospitalization, due to the mental health crisis and/or crisis related to a co-occurring substance use disorder. Challenges being faced include growing incarceration rates, increased law enforcement referrals to the mental health system, increased used of emergency department by those experiencing substance use disorder, and increased use of psychiatric hospitalization due to lack of community based alternatives. The CCC seeks to address these issues by providing an alternative for these individuals in our community. This contract provides funding specifically for CCC services.

Budget Authority Adjustment: No additional budget authority is being requested. Sufficient budget authority is included in the 2019 budget.

 

Personnel considerations: No personnel considerations are being requested at this time.

 

Expected measurable outcomes:

1.                     Decrease admissions to State Mental Health Hospital (SMHH).

2.                     Reduce 30 day readmission rates to SMHH.

3.                     Engage peer specialist/recovery coaches with treatment/recovery plans

4.                     Have a follow up plan for individuals that includes utilization of community services.

5.                     Have at least 80.0 percent of individuals report through the satisfaction survey process that they are satisfied with the treatment provided and the treatment was relevant to their presenting concerns.

6.                     Individuals are triaged within 30 minutes, and within 90 minutes of intake, the individual will meet with a clinician.

7.                     Assessments and initial stabilization treatment plan documentation are completed within defined timeframes of all individuals admitted.

8.                     The number of individuals who obtain living arrangements outside of the Contractor’s inpatient care.

9.                     The number of individuals who connect to necessary mental health or substance use disorder services.

10.                     The number of individuals who access needed benefits.

 

Requirements from Sedgwick County: Financial report will be submitted quarterly.

 

Alternatives: If this contract is not approved, further funding will have to be explored for the CCC.  Sedgwick County will continue to experience an increased use of ER admissions, local hospitalization, State hospitalizations, and jail bookings.

 

Policy considerations: All Sedgwick County policies have been followed in the development and review of this contract.

 

Legal considerations: The authority for this action is K.S.A. 19-101, et seq., and K.S.A. 19-4001, et seq., and a simple majority vote is required.
