CONSIDERATION OF A GRANT IN THE AMOUNT OF $200,000 FOR EMERGENCY CRISIS HOUSING SERVICES FROM THE KANSAS DEPARTMENT FOR AGING AND DISABILITY SERVICES (KDADS).

Grant Summary and Timeline: The lack of housing or the ability to maintain housing is one of the many barriers that are experienced by individuals diagnosed with a severe and persistent mental illness (SPMI). COMCARE has been provided a funding opportunity to help support clients experiencing housing needs. This grant will give  COMCARE funds to provide emergency crisis housing and associated living expenses to individuals over the age of 18 experiencing a housing crisis, who have a SPMI diagnosis, and who are willing to participate in case management services.

 

The intent of this program is to provide support to clients who are in a housing crisis and require additional services and support. This program will assist those individuals in maintaining permanent housing.

Budget Authority Adjustment: COMCARE is requesting budget authority in the amount of $10,000 for 2018 and $190,000 for 2019.

 

Personnel considerations: No personnel changes are being requested at this time.

 

Expected measurable outcomes:

                     Number of persons placed in crisis housing beds by month.

                     Number of persons at Crisis Housing Services receiving additional service through the Community Mental Health Center (CMHC).

                     Number of persons placed in independent housing of congregated living settings. 

                     Number of person placed in independent housing maintaining living situation 60 or more days.

                     Services received while in independent housing or congregated living settings.

 

Requirements from Sedgwick County: Quarterly outcome and financial reports will be submitted to KDADS.

 

Alternatives: If this grant is not approved, COMCARE will lose a great opportunity to expand housing services and the ability to serve additional consumers. Any consumers that would benefit from this grant would have to find other resources to assist them with their housing needs. These resources may not be as specialized in working with individuals with serious mental illness and/or co-occurring substance use disorder as COMCARE.

Policy considerations: N/A.

 

Legal considerations: The County may enter into this agreement pursuant to K.S.A. 19-101 et seq. Pursuant to the County's grant policies and procedures; this grant agreement requires approval of the Board of County Commissioners.  A simple majority vote is required for approval.
