Grant Summary and Timeline:

The Opioid Overdose Crisis Response grant is funding direct from Congress through the Centers for Disease Control and Prevention (CDC) to fund local prevention responses to opioid misuse. Activities under this grant will benefit prevention of other drug misuse, as well. This one-time funding opportunity of up to $75,000 is only being made available to local health departments. Funds to become available in early December 2018; and must be spent between December 1, 2018 and August 31, 2019.

 

Because of existing partner relationships and data collection, analysis and program evaluation expertise, the Division of Health is well-positioned to receive this funding from KDHE. This grant will help the Division of Health work with partners on prevention strategies to decrease drug misuse and overdose.

 

Through the grant, the Division of Health will perform the following activities:

1.                     Perform high-level community needs assessment related to drug misuse, abuse and overdose, focusing on prevention around opioid use disorder and opioid overdose.

2.                     In conjunction with University of Kansas School of Medicine-Wichita, provide trainings for medical providers, other healthcare professionals and others in the community.

3.                     Assist with the implementation of an evidence-based screening tool* at HealthCore Clinic to identify a patient’s risk for misuse of alcohol and drugs. The risk identified by using the tool determines the action to take by the medical provider for the patient.

4.                     Evaluate the effectiveness of the screening tool implementation and the trainings.

5.                     Create a toolkit for screening tool* implementation in other clinics.

6.                     Add mental health partners to the soon-to-be implemented, local Integrated Referral and Intake System (IRIS) software system so that community partners can easily refer individuals to mental health agencies.

7.                     Utilize existing local drug misuse data to:

a. Create a public facing webpage with DITSS;

b. Identify and map overdose “hot spots”; and

c. Create an action plan for prevention.

8.                     Collect local drug misuse data from new local partners and develop data sharing and data use agreements.

9.                     Learn prevention strategies and best practices by travel for one person to the National Rx Drug Abuse and Heroin Summit, Atlanta, GA, April 22-25, 2019.

 

* The screening tool is SBIRT (Screening, Brief Intervention, and Referral to Treatment)

 

To do this work, the Division of Health will hire two part-time temporary employees.  The first position, a Drug Misuse Data Coordinator (129), will have a master’s degree with data management and analysis experience. The second position, a Drug Misuse Data Assistant (123), will have a bachelor’s degree with data entry and some analysis experience. The two part-time employees will work with the Public Health Performance Manager, Senior Research Associate and other staff within the Division of Health to complete the grant deliverables.

Budget Authority Adjustment: 

Additional budget authority in the amount of $71,500 is being requested for fiscal year 2019.  The term for this grant is December 1, 2018 through August 31, 2019. Funds to be managed through a new assigned fund center.

 

Personnel considerations:

Funding from this grant will be used to support the following two new temporary part-time positions:

1.                      A Drug Misuse Data Coordinator* (Level 129) to work up to 29 hours per week for the period December 1, 2018 through August 31, 2019.

 

2.                     A Drug Misuse Data Assistant* (Level 123) to work up to 29 hours per week for the period December 1, 2018 through August 31, 2019.

Analysis:

Drug misuse is an identified problem in Sedgwick County. This grant proposal enhances the capacity of Sedgwick County partners to respond to opioid misuse and overdose through improved community prevention efforts. Even though the title of this grant is opioid overdose, the activities in this Sedgwick County proposal apply to all drug misuse and overdose. With this funding, the Division of Health will use expertise in community collaboration, data analysis and program evaluation to assist the community in defining prevention needs and identifying action steps. The funding will provide training, pilot a clinical tool to screen patients for alcohol and drug misuse, increase the use of a community-wide referral system, provide local data to the community and identify “hot spots” for drug overdose. The activities will help Sedgwick County combat drug misuse.

 

Expected measurable outcomes:

By August 30, 2019, the Sedgwick County Division of Health will:

 

1.                                          Provide training on the SBIRT Screening Tool to assure a minimum of 10 medical providers in Sedgwick County use an evidence-based tool to assess the risk of alcohol and drug misuse of their patients. 

 

2.                      Assess available data and the services in at least 10 local agencies and clinics to complete a prevention-focused high-level community needs assessment relating to drug misuse, abuse and overdose.

 

3.                      Utilize data from multiple agencies to identify the top three geographic areas of Sedgwick County at high risk for drug overdose and work with partners to recommend three actions to decrease the risk in those areas.

 

Requirements from Sedgwick County:

Sedgwick County will report activities to KDHE quarterly and in a final report due in September 2019. All budgeted funds must be expended by August 31, 2019.

2. Without this grant the Division of Health could not perform this work. This grant provides personnel to perform the work and provides funding for trainings.
