Grant Summary and Timeline:  This is a one-year grant renewal that would provide continued funding for demand response general public transportation to rural Sedgwick County citizens. Program service areas are available in all incorporated cities including Andale, Bentley, Cheney, Clearwater, Colwich, Garden Plain, Mount Hope, Sedgwick, Peck and Viola, as well as 11 unincorporated areas. The renewal will continue to fund a volunteer-based transportation program provided in Bentley, Mount Hope and Clearwater as part of the Coordinated Transit Plan (CTP) and included in the Long Range Transportation Plan (MOVE2040). The first agreement with the Kansas Department of Transportation (KDOT) was initiated by Sedgwick County in 1995. Grant application deadline is 11/09/2018 by 5:00PM.

 

Total program budgeted costs are $1,257,125.00, including the grant amount of $1,148,300 between state and federal sources, and a grant match as outlined in the financial considerations section below. The program includes the attached Sedgwick County application as well as applications submitted independently by other CTD 9 Agencies whose awards will be administered through Sedgwick County as the State designated CTD 9 Administrator. Sedgwick County will be responsible for its matching funds only as the other county agencies will provide matching funds for their awards independently. Sedgwick County Division on Aging Mill Levy funds were budgeted and approved in the 2019 division budget by the BOCC on 8/15/2018, which included the match for the Rural 5311 program. The grant proposal includes a request to add one (0.5) FTE Fiscal Assistant with an estimated salary of $12,295, and one (1.0) FTE Van Driver position to the staffing table, with an estimated salary of $47,691 plus benefits.

Budget Authority Adjustment:  No additional budget authority is being requested.  Sufficient authority is included in the 2019 adopted budget.

 

Personnel considerations:  The request includes the addition of two positions to the staffing table grant if awarded in full:  (0.5) FTE Fiscal Assistant (EXEMPT) funded from internal orders 34040-254/340409-19 (50%) and 34035-254/340359-20 (50%) with an estimated salary of $12,295; one (1.0) FTE Van Driver position to the staffing table funded from internal orders 34040-254/340409-19 (50%) and 34035-254/340359-20 (50%) with an estimated salary of $47,691 plus benefits. No additional budget authority is being requested to fund the positions. Sufficient budget authority is included in the 2019 budget.

 

Expected measurable outcomes: 6,800 one-way rural general public trips to work, medical, education and other essential needs.

 

Requirements from Sedgwick County: Once allocations from KDOT are awarded administrative actions required include monthly program and ridership reports, monthly financial reports, annual program reporting for national transit data system for previous year for the Federal Transportation Administration, and provision of services through Sedgwick County Division on Aging, Transportation Program.

 

Alternatives: Not approve the grant application.

 

Policy considerations: Without these funds, this program would cease.

 

Legal considerations: Program authority is established by the Moving Ahead for Progress in the 21st Century Act (MAP-21) 49 U.S.C. § 5311 and public transportation for non-urbanized areas under the Catalog of Federal Domestic Assistance (CFDA), 20.509. Pursuant to the County's grant policies and procedures, this grant application requires approval by the Board of County Commissioners.  Approval is by simple majority vote.
