The Carney Center Seating Clinic at Cerebral Palsy Research Foundation (CPRF) is one of only three approved Medicaid Seating Clinic providers in the State of Kansas and the only one in the Sedgwick County area. The Clinic provides wheelchair and posture seating services including custom-built wheelchairs. Services are designed to enhance comfort, provide better body alignment, and minimize risk of pressure sources. The agreement will provide a grant of $63,000 for wheelchair and posture seating services for Sedgwick County residents with intellectual and/or developmental disabilities (ID/D) that require these services. Approximately 110 individuals with ID/D are served through the Clinic annually. 

 

Alternatives: Wheelchair and posture seating services provided by the Carney Center Seating Clinic are critically important to individuals with ID/D who use a wheelchair. The grant was provided to ensure sufficient service capacity to meet the need for these services in the Sedgwick County area for individuals with IDD. Without the grant, CPRF indicated the services were at risk for reduction because current insurance rates and other funding are not covering the full cost of the services.

 

Financial Considerations:

Total Cost: $63,000

Funding Source: CDDO - State Aid 32009-251

No additional budget authority is being requested for this agreement, sufficient budget authority exists in the 2019 budget.

 

Legal Considerations: The authority for this action is K.S.A. 39-1805.  The agreement requires BOCC approval under Charter Resolution No. 68. A simple majority is required. 

 

Policy Considerations: The Sedgwick County Developmental Disability Organization (SCDDO) serves as a single point of application and referral for services for persons with ID/D. One of the responsibilities of the SCDDO is to maintain sufficient ID/D service capacity. While wheelchair and posture seating services are not ID/D Medicaid Waiver services, they are a vital service for individuals with IDD that utilize wheelchairs.  The Department on Aging provides funding for these services for individuals with physical disabilities; however, there was not previously funding targeted specifically for individuals with ID/D needing these services. Therefore, SCDDO felt it was appropriate to ensure adequate supply of wheelchair and posture seating services in Sedgwick County for individuals with ID/D.
