Recommended Action: Approve the agreement and authorize the Chairman to sign.
The Pathology Division of the Regional Forensic Science Center is responsible for the investigation of death. This includes determining the cause and manner of death in cases of sudden, traumatic, unexplained or other types of deaths that fall under the jurisdiction of the District Coroner. To perform these duties, the Forensic Science Center employees three pathologists. Dr. Scott Kipper will fill one of these positions. The employment agreement is for a three-year term.
Alternatives: Not engage the services of Dr. Kipper. This would cause the Center to have an insufficient number of FTE's to handle the caseload required to be investigated by statute and not have the appropriate professional oversight of the medical functions of the Pathology Division.
Financial Considerations: Costs will be paid from 15006-110 (Autopsy Services). The annual salary outlined in the contract is $175,000 annually, which is the salary included in the 2019 adopted budget.
Legal Considerations: The authority for this action is K.S.A. 19-101, et seq. and K.S.A. 22a-226. A simple majority vote is required.
