CONSIDERATION OF A GRANT AWARD IN THE AMOUNT OF $2,147,692 FROM THE KANSAS DEPARTMENT OF HEALTH & ENVIRONMENT (KDHE) TO PROVIDE THE SPECIAL SUPPLEMENTAL NUTRITION PROGRAM FOR WOMEN, INFANTS AND CHILDREN (WIC) WITHIN THE HEALTH DIVISION.

Grant Summary and Timeline:

The Health Division has managed the WIC Program in Sedgwick County (SC WIC) for the past 44 years. WIC is a federal program administered by the Food and Nutrition Service of the United States Department of Agriculture that provides healthcare and nutrition focused services to:

A. Women who are pregnant, post-partum, or currently breastfeeding; and

 

B. Infants/children under the age of five.

 

WIC services include: nutrition education, immunization screenings, lactation support, referrals to community, and supplemental nutritious foods.

 

To qualify for SC WIC services, an applicant must meet the following criteria:

1. Household income must be at or below 185% of the U.S. Poverty Income Guidelines (currently $46,435/year for a family of four); and

 

2. Found to have at least one medical or nutritional risk factor; risk factors include, but are not limited to: overweight, dental problems, anemia, low birth weight, and/or prematurity; and

 

3. Live or work within Sedgwick County.

 

The Federal Fiscal Year (FFY) 2019 grant award in the amount of $2,147,692 for the Health Division represents an increase of $19,408 (0.9%) compared to the previous FFY 2018 grant award of $2,128,284. This funding allocation includes additional funding to offset the increased cost of employee health benefits, annual merit/compensation increases, and an additional 0.5 FTE breastfeeding peer counselor.

 

The State of Kansas (KS) WIC has assigned a participation level of 9,929 clients for SC WIC in FFY 2019. SC WIC is to maintain 98% of this assigned participation level or funds may be adjusted by the KS WIC Agency.

Budget Authority Adjustment:

Sufficient budget authority exists within the 2018 and 2019 Budgets; no additional budget authority is being requested. The FFY 2019 award of $2,147,692 is for the period beginning October 1, 2018 through September 30, 2019. Funds will be managed through Fund Center 38066-274. This funding supports a total of 36.5 FTE’s.

 

Personnel considerations:

No new additional positions are being requested with this grant. Currently, a combined total of 40 positions (33 Full-time and 7 Part-time) are assigned to the SC WIC Program staffing table with 36.5 being funded.

 

Expected measurable outcomes:

In FFY 2019, the SC WIC program will:

1. Increase the percentage of women enrolled in WIC that initiate breastfeeding* from 75% to 77%. 

 

2. Provide client centered education to caregivers of children ages two to five found with obesity, so that more than 77 - 80% of the children found with a BMI above the 95th percentile on the CDC age/gender growth chart will maintain or slightly reduce their BMI.

 

3. Increase the number of SC WIC participants who breastfeed for a duration of at least three months* from 35% to 37%.

Requirements from Sedgwick County:

1. Complete a Nutrition Services Plan and submit the plan to KS WIC by November 1st each year for approval. This plan is to be completed using the Nutrition Services Plan Guidance materials, provided by the KS WIC, for the upcoming calendar year.

 

2. Submit a monthly affidavit of expenditures by the 20th of each month following the reporting month to KS WIC.

 

3. File an approved indirect-cost plan and cost allocation plan with KS WIC.

 

4. SC WIC is responsible for monitoring local retail vendors participating in the WIC Program.

 

5. SC WIC must maintain participation levels of at least 98% of the contractually assigned 9,929 participation level. If SC WIC fails to maintain at least 98% of its assigned target participation level for a three-month period, KS WIC may adjust the amount of administrative funds allocated to the SC WIC Program.

Legal considerations:

The County may enter into this agreement pursuant to K.S.A. 19-101 et seq. Pursuant to the County's grant policies and procedures, this grant agreement requires approval of the Board of County Commissioners.  A simple majority vote is required for approval.
