Recommended Action: Approve the agreement and authorize the Chairman to sign.

 

Background: Behavioral Link provides a variety of services for youth experiencing a serious emotional disturbance (SED). Behavioral Link provides important services including psychosocial rehabilitation, attendant care, and respite care. These services help to improve the quality of life for youth served by COMCARE and help move recovery forward. Services are only provided with authorization from COMCARE through referrals. Behavioral Link must work with COMCARE to target treatment goals identified in the youth's treatment plan.

 

This renewal agreement outlines the program goals and expectations of services as required by Medicaid regulations to qualify as reimbursable services. Payments to Behavioral Link are funded through Medicaid revenue and are only made after a review of service transactions and documentation ensures compliance with all regulations. Their reimbursement cap will remain at $1,750,000.00 for this contract.

 

Alternatives: The services that Behavioral Link provides help to reduce the risk of psychiatric hospitalization or placement into restrictive settings due to youth's mental illness or behavior. Without this agreement, youth with SED may have delayed and/or decreased access to the services needed to live successfully in this community.

 

Financial Considerations:

Reimbursement Cap: $1,750,000.00

Funding Source: 31064-252 Medicaid Pass Through

Term: 01/01/19 to 12/31/19

 

Budget Authority Adjustment: Sufficient budget authority is included in the 2019 budget; no additional budget authority is being requested.

 

Legal Considerations: The authority for this action is K.S.A. 19-101 et seq., and a simple majority vote is required.

 

Policy Considerations: All Sedgwick County policies were followed in the development of this renewal agreement.
