Agreement for Drug Court Case Management Services.

Recommended Action: Approve the agreement and authorize the Chairman to sign, approve the addition to the Staffing Table, and approve the budget authority request.
Background: Since 1998, COMCARE's Addiction Treatment Services (ATS) program has been providing alcohol and drug treatment for the City of Wichita Drug Court program. The City of Wichita released a competitive request for proposals (RFP) earlier this year, and selected ATS as the vendor. ATS provides a comprehensive treatment program that meets the needs of the Drug Court population. The goal of these treatment services is to promote client self-esteem, help them achieve self-sufficiency, and maintain long-term recovery.
The City of Wichita has identified additional funding for a dedicated case manager that will work specifically with Drug Court clients. This position will provide services to engage clients, assist with access to community resources to address basic needs, and to identify long-term solutions in an effort to promote recovery.
This agreement outlines the requirements and expectations of this position for services and includes a billing structure.
Alternatives: Over the course of the last twenty years, ATS has consistently exceeded all agreed upon performance outcome targets. Without this contract, ATS could not provide a dedicated case management position and the City of Wichita would have to seek an alternative vendor for these services. COMCARE would also lose the revenue generated by this contract.
Financial Considerations:
Funding: $58,325.96
Term: 5/1/18 to 4/30/19
Budget Authority: Additional budget authority is being requested for 2018 in the amount of $14,581 and for 2019 in the amount of $43,745.
Personnel considerations: COMCARE is requesting to add 1 position to the staffing table. The budget impact is attached.
