Annual Affiliation Agreements with 9 Qualified Providers of Intellectual and Developmental Disability Services.

Recommended Action: Approve the Agreements and Authorize the Chairman to Sign.

 

These agreements serve to subcontract the provision of Intellectual and Developmental Disability (IDD) services in Sedgwick County to organizations and individuals that have met Kansas Department on Aging and Disability Services (KDADS) and Community Developmental Disability Organization (CDDO) standards. As the CDDO contracting with KDADS for Sedgwick County, these agreements assure that services are provided for eligible individuals with IDD. All the agreements are a renewal. 

 

The agreements with the following contractors provide both the ability to bill the Medicaid system directly and to receive payment from Sedgwick County for services that are provided to eligible individuals through August 31, 2019, with the exception of ResCare. ResCare currently has a license with requirements from the State of Kansas which runs through Dec. 31, 2018. The term of ResCare’s affiliation agreement was sent to coincide with the current license; once the state renews the license, the term of the affiliation agreement can be extended through the full year.

Alternatives: The SCDDO is required to contract with qualified service providers that have been selected by an individual who is eligible to receive intellectual and developmental disability services. All existing providers have been selected as the preferred provider for at least one individual.

 

Financial Considerations: All listed providers may receive payments directly from Sedgwick County and/or bill Medicaid directly for services provided. Because the IDD service system works on a reimbursement basis, funding will not be paid to providers until after the service has been provided and verified. No additional budget authority is required as these are renewal agreements with recurring expenses.

Legal Considerations:  The authority for this action is K.S.A. 39-1805. A simple majority is required.

 

Policy Considerations: As mentioned above, the SCDDO is required to contract with qualified service providers that have been selected by an individual who is eligible to receive IDD services. Policy outlines the required process.
