CONSIDERATION OF GRANT IN THE AMOUNT OF $972,551 FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FOR THE SHELTER PLUS CARE (SPC) HOUSING PROGRAM.

Grant Summary and Timeline: The Department of Housing and Urban Development (HUD) has issued a Notice of Funding Availability (NOFA) for the Continuum of Care Homeless Assistance Program. This NOFA makes funds available for Homeless Assistance Grants which include transitional housing, supportive services for homeless persons, and permanent supportive housing. The community application will be submitted to HUD by September 14th, 2018.

 

SPC partners with COMCARE, Miracles Inc., and Kansas University Medical Center to provide tenant-based rental assistance. The program is considered permanent housing and is designed to promote residential stability for those with severe and persistent mental illness, substance use issues, and/or HIV/AIDS related illness. The purpose of the program is to provide clients with the skills to increase their income and self-sufficiency, and has the capacity to serve up to 112 individuals/families annually. Grant funds will primarily be used to subsidize rent and utilities for eligible participants and to support one case management position. The in-kind match consists of case management services provided by partner agencies.

 

Historically, these grants have been requested through three separate applications.

COMCARE is requesting to have the SPC Main, Bonus One, and Bonus Two consolidated into one grant. COMCARE is submitting four applications, as requested by HUD; SPC Main, SPC Bonus One, SPC Bonus Two, and an application for the consolidation of all three grants.

Budget Authority Adjustment: No budget authority is being requested at this time; sufficient budget authority exists in the 2019 budget.

 

Personnel considerations: No new staff will be added with this grant. Existing staff at

COMCARE's Homeless Program will provide the 0.30 FTE case management services associated with the project.

 

Expected measurable outcomes: At least 112 individuals and/or families with a disabled head of household will secure permanent housing in the SPC program. Through program participation, it is expected that clients will be equipped with independent living skills that will allow them to increase their income and self-sufficiency.

 

Alternatives: If this grant application is not approved, the community will lose access to 112 permanent housing vouchers, which would represent a significant loss when resources for safe, affordable housing are already strained.

 

Policy considerations: All Sedgwick County policies have been followed in the development of this application.

 

Legal considerations: The authority for this action is K.S.A. 19-101 and a simple majority vote is required. Compliance with standard HUD Grant Certifications regarding Fair Housing and Equal Opportunity is required.
