Recommended Action: Approve the Reclassification.

 

The Register of Deed’s (RoD) office recommends combining two part-time archive positions into one full-time archive position. Combining these positions will allow greater focus of efforts to increase the amount of documents available in online search. The RoD’s goal is to have all records available to search from 1950 to the present. There are currently over 300 books that need to be scanned, indexed, and verified into the system in order to make these documents available to the public.

 

Unlike the other two RoD fund centers which are paid out of the General Fund, the archive budget is paid from the RoD’s Technology Fund. If approved, one part-time position will be eliminated and another part-time position will be reclassified as full-time.

 

Alternatives: Deny the request.

 

Financial Considerations: A full-time position will be eligible for benefits which the two part-time positions do not qualify. The budget impact is expected to be $3,057 in 2018 and $13,808 in 2019. Adequate budget authority exists and no General Funds are being requested.

 

Legal Considerations: Under K.S.A. 28-115a, the RoD's Technology Fund "shall be used to acquire equipment and technological services for the storing, recording, archiving, retrieving, maintaining and handling of data recorded or stored in the office of the register of deeds." Salaries for persons performing these duties is a permissible expenditure. Kan. Atty.Gen. Op. No. 2010-14.
