Agreement with Substance Abuse Center of Kansas (SACK) for Detox and Sobering Services Provided at the Community Crisis Center (CCC).

Recommended Action: Approve the contract and authorize the Chairman to sign.

Background: The CCC is a center of integrated services located in Wichita that holistically addresses the needs of individuals experiencing a behavioral health crisis. The CCC project expanded existing crisis services to promote rapid stabilization to avoid emergency room admissions, local hospitalization, state hospitalization, and jail bookings. The CCC provides 23 hour crisis observation beds; crisis sobering services with average length of stay of 8-12 hours; crisis detox services with average length of stay of three to five days; and children's short-term crisis.

COMCARE has continued their partnership with SACK to provide detox and sobering services. These services include: assessment services to determine level of care, peer recovery services, sobering services, clinically-managed residential withdrawal management, medically-monitored residential withdrawal management, and discharge planning and referrals to ongoing treatment services. COMCARE has agreed to provide SACK $225,000 in funding to provide crisis detox and sobering services at the CCC.

Alternatives: If this agreement is not approved, the CCC will not be able to provide detox or sobering services at the CCC. Without these services, the CCC will be less capable of addressing the needs of individuals experiencing a behavioral health crisis due to co-occurring substance use disorders.

Budget Authority Adjustment: No additional budget authority is being requested, sufficient authority is included in the 2018 and 2019 budgets.

Legal Considerations: The authority for this action is K.S.A. 19-101 and a simple majority vote is required.
