Resolution Adopting a Revision to the Grant Application and Award Policy.

Recommended Action: Approve the Resolution.

 

Sedgwick County adopted a Grant Application and Award Policy in 2008 and was most recently amended in 2016. The Grant Application and Award Policy establishes procedures and requirements for grants that the County applies for and accepts. Furthermore, within the Grant Application and Award Policy, the Board of County Commissioners authorizes the County Manager to apply for and accept grants within specified parameters.

 

Amendments to the policy have been done in response to internal control weaknesses identified in the 2016 and 2017 financial audits. Specifically, the new policy more clearly defines:

1)                     roles and responsibilities for those individuals who work with grants throughout the organization

2)                     approval processes for various grant types

3)                     grant monitoring and review processes

4)                     grant close-out processes

 

The changes to the policy have been proposed after consultation with Finance staff, the County Manager’s executive team, division stakeholders, and review by the County’s external financial auditor.

 

Alternatives: Leave the grant policy as is; however, this could result in deficiencies in internal controls, prompting additional recommendations from the external financial auditor.

Legal Considerations: The authority for this action is K.S.A. 19-101. A simple majority vote is required.
