Amendment to the PsychConsult License Agreement with Netsmart Technologies, Inc.

Recommended Action: Approve the amendment and authorize the Chairman to sign.
Background: On March 31, 2017, Askesis Development Group (ADG), COMCARE’s electronic medical record software vendor, announced the sale of PsychConsult software to Netsmart. On January 8, 2018, Netsmart assumed COMCARE’s contract with ADG. Netsmart later made the decision to end software support and maintenance for PsychConsult on April 1, 2020.
In response to Netsmart’s decision COMCARE staff has been working with Netsmart to develop a plan to move from the ADG product to the Netsmart Avatar product in order to complete the transition prior to support ending on April 1, 2020. Netsmart has provided a one-for-one license exchange for any ADG functionality under maintenance to their Avatar product. Any additional functionality, maintenance, data conversion, and setup services are billable. The Avatar product can support our lab interfaces, reporting systems, interfaces to affiliates, electronic claims and remittances, state reporting, and document imaging without impacting these external vendors or contracts. This greatly simplifies the transition process and provides opportunities to streamline workflows for more effective service provision.
Alternatives: If this contract is not approved, COMCARE will need to develop another plan prior to April 1, 2020, when all software support and maintenance for PsychConsult ends.
Financial Considerations: $1,789,664. This is the total cost for the first five years of this contract. This includes the startup cost (or milestone payments) and monthly payments of $25,578. After the initial five years, monthly payments of $24,050 will begin on July 1, 2023. No additional budget authority is being request for this amendment; sufficient budget authority exists in the 2018 and 2019 recommended budgets for this contract.
Policy considerations: All Sedgwick County policies were followed in the review of the amendment.
Legal considerations: The authority for this action is K.S.A. 19-101 and a simple majority vote is required.
