Hire an Emergency Management Director above Grade Minimum.

Recommended Action: Approve the recommendation for a salary exception request to hire above the grade minimum.

 

Per policy 4.2001, new hires with starting salaries 10.0 percent above minimum require approval from the Board of County Commissioners (BOCC).  This request is to start the candidate at a salary of $82,500 (38.4 percent above minimum), 40 hours of vacation, annual leave accrual rate of 144 hours, full time use of a County vehicle, and phone allowance beginning on July 9, 2018.

 

Carl Link brings 34 years of public service experience to the Emergency Management Division. He is National Level Disaster Response certified.  Mr. Link holds a Bachelor of Science Degree in Liberal Studies, a Master of Science in Logistics Management and a Master of Science in National Security Strategy.  

 

Alternatives: Approve a lower rate of pay.

 

Financial Considerations:  This position is funded under cost center 13001-110 at 75% and 13017-257 at 25%. Due to turnover in 2018, adequate budget authority exists in both cost centers to support the requested salary and phone allowance; no additional budget authority is being requested.

 

Legal Considerations: This action is authorized by K.S.A. 19-212. A simple majority vote is required.
