SEDGWICK COUNTY SOLID WASTE MANAGEMENT PLAN FIVE-YEAR UPDATE AND PUBLIC HEARING.

RECOMMENDED ACTION: Receive the Sedgwick County Solid Waste Management Plan Five-Year Update and open the hearing; receive public comment; close the hearing; and Approve the Sedgwick County Solid Waste Management Plan Five-Year Update.

KDHE requires a 5-Year Update of each county's Solid Waste Management Plan. This report highlights significant events in solid waste planning and implementation over the past five years. The Update includes pertinent information and data relative to solid waste in Sedgwick County. KDHE also requires that the 5-Year Update include appropriate information for a 10-Year planning horizon. The Solid Waste Management Committee approved the 5-Year Update on May 7, 2018. MAPC found the proposed 5-Year Plan Update in compliance with the Local Comprehensive Plan on May 24, 2018.

On May 2, 2018, the Board set the hearing date for June 13, 2018. Notice of the hearing was published in the official county newspaper of record on May 23, 2018.

Alternatives:
A) Open the hearing; receive public comment; close the hearing; and Approve the Sedgwick County Solid Waste Management Plan Five-Year Update.
B) The Board may also approve the plan update subject to any revisions by the Board.
C) The Board may take any other appropriate action deemed necessary.

Financial Considerations: Implementation of the Solid Waste Plan is funded by the annual budget, solid waste fee, and charges for services. Financial implications are not anticipated as a direct result of staff's recommended action.

Legal Considerations: K.S.A. 65-3405 requires each county to have a solid waste management plan, and to update it at least annually. Once every five years the Board is required to hold a public hearing to receive comments on the plan update.
