Recommended Action: Approve the rental agreements and authorize the Chairman to sign.

Background: The Department of Housing and Urban Development (HUD) awarded COMCARE the Continuum of Care Homeless Assistance Program grant. Shelter Plus
Care (SPC) is considered a permanent housing program and is designed to promote residential stability for those with severe and persistent mental illness, substance use issues, and/or HIV/AIDS related illness. The purpose of the program is to provide clients with the skills to increase their income and self-sufficiency. The program has the capacity to serve up to 112 individuals/families annually. This funding is primarily used to subsidize rent and utility payments for eligible participants and to support one case management position.

The rental assistance contract is between Sedgwick County and the landlord selected by the client. The contract outlines the obligations of the County and those of the landlord. The County's obligations are limited to making rent and utility payments on behalf of the client in accordance with the terms of each contract. Attached is a blank copy of both the rental assistance contract and the amendment form utilized if there are any changes to the rental assistance contract, specifically changes to rental charges. Due to sensitive client information, we have not attached the contracts or amendments that require signature.

Alternatives: If the rental assistance contracts are not approved, the County will not have anything in place clearly outlining the limited payment obligations that the County has to the landlord.

Financial Considerations:
Funding: Current HUD funding for SPC is $939,527. Charges are dependent on the apartment complex selected by each client.
