Sedgwick County received a funding request from the Kansas Aviation Museum (KAM); a 501c3 non-profit organization whose mission is to "Preserve, Inspire, Educate and Commemorate Kansas Aviation History for the Future." Formed in 1991, KAM occupies the original Wichita Airport Terminal; built in the 1930's and is adjacent to McConnell AFB. The art deco structure, owned by the City of Wichita and leased to KAM, is listed on the National Register of Historic Places.

KAM's request to the County is for $50,000 per year for 5 years; for a total of $250,000. This is being considered as part of the 2019 budget process. The current request may be considered as the initial year of that request, or one time funding support of $50,000. Sedgwick County has not previously provided funding to KAM. The City of Wichita provided funding of $33,194 in 2017 and $34,159 for 2018. KAM is requesting additional City support going forward. The operating agreement with Wichita provides for City funding for HVAC and roof replacement which has been completed. KAM is responsible for routine maintenance on the building and equipment. If County funding support is provided, KAM indicates that the intent is to use the money toward restoring the B-52 which is one of 170 "D" models built by the Boeing Company to be on exhibition on site at KAM and for building maintenance, including tuck pointing, replacing doors, sealing windows and painting.

If approved, BOCC might consider tying this financial support to project specific expenditures that are related to exhibits, and aircraft restoration and protection, rather than providing funds for building maintenance.
