Recommended Action: Approve the agreement and authorize the Chairman to sign.

Flooding from storms on July 3, 2016, and September 9, 2016, damaged a bridge on 61st St. North between Oliver and Woodlawn. Public Works determined that the bridge needed to be replaced. 61st St. North carries over 3,000 vehicles per day and is an important link from K-254 through Kechi and into Park City. The 2016 CIP was amended and Public Works began working on an expedited bidding procedure to get the work under contract. Expedited construction was completed in the spring of 2017.

Public Works submitted a damage report to KDOT to position the project for cost reimbursement under a FHWA program that provides funding if statewide damage from an event reaches a certain threshold. The statewide threshold was eventually met and Public Works staff continued to work with KDOT to obtain reimbursement for County expenses on the project. KDOT has now informed Public Works that the project is eligible for partial reimbursement and they have asked that the County execute this project agreement and submit a request for reimbursement.

Public Works reported estimated total expenditures of $429,137.93 to KDOT. Portions of those expenditures (emergency protective measures) are eligible for 100% reimbursement and the remainder of eligible expenditures (emergency repairs) are eligible for 80% reimbursement. The maximum final reimbursement, subject to adjustments for final billings and documentation, is $345,442.00.

Alternatives: Decline the reimbursement.

Financial Considerations: The County will receive a reimbursement of up to $345,442.00 or approximately 80.5% of the total expenditure.
