RECOMMENDED ACTION: Approve the proposed resolution and authorize the Chairman to sign.

Body
The Metropolitan Area Building and Construction Department (MABCD) seeks to maintain a surplus for its operations in the County General Fund to allow for continued operating costs in the event of a sudden decline in permit fee revenues. By agreement with local construction and trades representatives, this will be an approximately six-month department operating reserve balance. In order to reduce funds in excess of the six-month reserve, the Director of MABCD would be granted authority to make temporary and discretionary reduction of fees, not to exceed 20% below those published in Table B. The MABCD Director could then remove said temporary reduction, or a portion thereof, 60 days after providing notification to the Board of County Commissioners of Sedgwick County and the governing body of the City of Wichita. With the recent growth of construction projects in the jurisdiction, the maximum reserve has been met and reduction is needed. Granting the Director of MABCD authority to make discretionary reductions would allow a more streamlined process and expedite savings and service for the local building and trades industry.

Alternatives: To not approve the proposed resolution and require each proposed reduction of fees be brought before the Board of County Commissioners for approval.

Financial Considerations: The reduction of fees is meant to prevent the excess balance in the financial reserve from exceeding the limit as agreed to by City of Wichita R-95-560 and local industry boards.
