MEMORANDUM OF UNDERSTANDING REGARDING THE WICHITA/SEDGWICK COUNTY EXPLOITED AND MISSING CHILD UNIT (EMCU).

RECOMMENDED ACTION: Approve the Memorandum of Understanding and authorize the Chairman to sign.

 

Body

This Memorandum of Understanding (MOU) explains the staffing, functions and duties to be performed as well as the policy and scope of activities that occur under this joint investigation unit.  The MOU was last updated and approved by the Board of County Commissioners in March 2017.  All members of the executive committee of the EMCU have or will review and approve the MOU.  The Wichita City Council considered this MOU at their 2/20/2018 Council Meeting.

 

Alternatives: Do not sign the MOU.

 

Financial Considerations: No additional budget authority or adjustments to the existing budget are necessary.

 

Legal Considerations: K.S.A. 19-101 and K.S.A. 19-212 provide authority for this action.  A simple majority vote is required. The terms and conditions of this MOU are substantially similar to prior agreements although some minor revisions were made from the prior MOU.  The Amendment of Contract Operations and Finance (a separate agenda Item) incorporates this MOU.  The MOU has been reviewed and approved to form by the County Counselor's Office.
