Approval of an Agreement with the City of Wichita for Widening of Greenwich Road from Harry to Pawnee (R344). District 5.

Recommended Action: Approve the agreement and authorize the Chairman to sign.

The City of Wichita and Sedgwick County are partners on a federally funded road widening project on Greenwich Road from Harry to Pawnee. The area is urbanizing and recent development of the new Southeast High School has increased traffic in the area. The north half-mile is in the City of Wichita and the south half-mile is in unincorporated Sedgwick County. The project is included in the 2018-2022 Capital Improvement Program (CIP) for construction in 2018. Wichita will pay for half of project design, relocations of City owned utilities in the entire project, right-of-way and private utility relocations inside the City limits (north half-mile), and half of the cost of construction. The County will pay for half of design, right-of-way, private utility relocations in the unincorporated area of the County (south half-mile) and half of the cost of construction. Federal funds will pay for 80% of eligible construction costs.

Alternatives: Take such action as the Board deems appropriate.

Financial Considerations: The 2018-2022 CIP includes $500,000 for the County share of the project cost. The contract estimates the County share of the cost of design, construction, construction engineering and utility relocation to be $532,655. A CIP Amendment is included on the same Board of County Commissioners agenda to adust the project budget to $625,000. This will provide funds needed to cover the cost of this agreement as well as County right-of-way and private utility relocation costs.
