AGREEMENT WITH CENTRAL PLAINS REGIONAL HEALTH CARE PARTNERSHIP (CPRHCP), SEDGWICK COUNTY BOARD OF COUNTY COMMISSIONERS AND THE CITY OF WICHITA TO PARTNER WITH THE SEDGWICK COUNTY DIVISION OF HEALTH UNDER THE PROJECT ACCESS PROGRAM.

RECOMMENDED ACTION: Approve the agreement and authorize the Chairman to sign.

Background: Project Access is a partnership program that facilitates accessibility to medical care, including necessary prescription medications and medical equipment, for uninsured, low-income residents of Sedgwick County (those who fall below 250 percent of the federal poverty guideline). 

 

Project Access was created in 1999 and operates within the CPRHCP, a community-wide network of public and private organizations that identifies individuals who may qualify for assistance. Additionally, many local physicians and hospitals have volunteered their time and facilities and several pharmacies have offered prescriptions at a reduced cost to assist in serving these individuals.

 

Funding for the 2018 project comes from a variety of sources including the City of Wichita ($200,000), Sedgwick County ($200,000), and United Way ($217,851), as well as private contributions and fundraisers ($215,000).  For an overview of 2010-2018 funding sources, see Attachment #1 - Central Plains Health Care Partnership Summary of County, City and United Way Funding. 

 

The $200,000 allocation in 2018 will be used to fund portions of numerous salaried positions, as well as pay for prescriptions and durable medical equipment.

 

The contribution from Sedgwick County will supplement efforts of the CPRHCP to ensure the medically underserved residents of Sedgwick County will have access to medications and supplies that lessen the burden from chronic diseases.

 

Alternatives: Not approve the agreement or approve some lesser amount.

 

Financial Considerations:  The proposed agreement will be effective from January 1, 2018 through December 31, 2018.  The 2018 Adopted Budget includes $175,000 in funding. Based on discussion at a public Commission staff meeting in November 2017, Commissioners indicated an interest in increasing the total allocation to $200,000.  If approved, budget authority of $25,000 would be transferred from the BOCC Contingency fund center to the Project Access fund center (37002-110), both within the County General Fund.
