Transfer from the Public Safety Contingency Fund to the Division of Corrections Work Release Program.

Recommended Action: Approve the transfer of $602,500 from the Public Safety Contingency fund to the Division of Corrections Work Release Program.

On December 20, 2017 the Sedgwick County Board of County Commissioners approved a resolution to transfer control and operation of the Work Release Program from the Sedgwick County Sheriff’s Office to the Sedgwick County Division of Corrections. Approximately 100 inmates will be transferred from the Sheriff's current Work Release Facility to the Division of Corrections Residential Facility located at 623 E Elm.  A gradual transition began the week of January 15, 2018 and is scheduled to be complete by March 1, 2018.

Alternatives: Select an alternative funding source for the transfer.

Financial Considerations: The $602,500 is the amount of contractual and commodity funding that is needed to operate the Division of Corrections Work Release Facility for the remainder of 2018 ($362,500 in contractuals and $240,000 in commodities). These amounts are based on state fiscal year 2017 costs for the Adult Residential Facility. Personnel budget authority has already been established in 33032-110.

Legal Considerations: The authority for this action is K.S.A. 19-101 and a simple majority vote is required.
