Resolution to Amend Section 5-5 of the County Code Pertaining to Animal Pickup Fees.

Recommended Action: Approve the resolution (provided the agreement for the Wichita Animal Shelter with the City of Wichita has previously been approved).
Section 5-5 of the Sedgwick County Code charges fees to animal owners and harborers for animals that Sedgwick County picks up (whether due to such animals running at large or else for euthanasia), which have roughly reflected a passing along of costs charged by the City of Wichita (“City”) for Sedgwick County taking such animals to the Wichita Animal Shelter.
The City has requested an increase in its fees from $25.00 per animal to $70.00 per animal. This change is reflected in a proposed agreement. In order to have these costs passed along to the actual users of the services, as opposed to being borne by the County’s citizens as a whole, the resolution proposes increasing the fees charged within Sec. 5-5 to $75.00 per animal.
The change would be effective January 1, 2018.
Alternatives: If the contract with the City is either deferred or not approved, similar action should be taken with this resolution.
Financial Considerations: This resolution would result in the County essentially maintaining neutrality of costs on these matters (when the fee is paid by the owner/harborer).
Legal Considerations: This resolution may be approved pursuant to K.S.A. 19-101 et seq. Approval is by simple majority vote.
