Intergovernmental Services Agreement by and between Sedgwick County, Kansas and the City of Wichita, Kansas Regarding the Wichita-Sedgwick County Flood Control Operation.

Recommended Action: Approve the agreement and authorize the Chairman to sign.

 

Sedgwick County and the City of Wichita are responsible for maintaining the Wichita-Sedgwick County Flood Control Operation, pursuant to K.S.A. 13-3301 et seq.  This agreement outlines the duties and obligations of both Sedgwick County and the City of Wichita with regard to the Flood Control Operation, including the services to be provided, annual CIP projects and shared funding. This agreement will be executed annually.

 

Alternatives:  Do not approve the agreement.

 

Financial Considerations:  For fiscal year 2018, the total budget for the Flood Control Operation Budget (excluding CIP projects) has been approved as $2,271,364.  Sedgwick County and the City of Wichita will each contribute half of this sum ($1,135,682).  The Sedgwick County 2018 operating budget included an allocation of $1,091,129 for this purpose; a transfer of $44,553 from the Operating Reserve to the Flood Control fund center will occur once this agreement is approved to cover the County's half of the Flood Control Operation Budget.  In addition to this funding for general operations and maintenance, each party has agreed to contribute no more than $500,000.00 for designated CIP projects.

 

Legal Considerations:  The authority for this action is K.S.A. 19-101, fourth, under which the County can make all contracts and do all other acts in relation to the concerns of the County. Approval is by simple majority vote.
