Recommended Action: Approve the terms of the agreement and authorize the Chair to sign.

Background:
On October 5th, 2016, the BoCC approved a request for the Division of Health to establish and enter into new contracts developed with standardized language to provide three (3) different options for cities to select based on their level of need for animal control services and to formalize mutual aid agreements with 2nd and 3rd class cities located within Sedgwick County.

The new contracts provide three (3) different options for cities to receive animal control services: full service, limited service, or mutual aid. Both limited service and full service contracts include animal pick-up and mutual aid; only full service contracts provide additional enforcement and prosecution services. The mutual aid contract was established for the provision of mutual aid assistance only, for either the city or the county, in the event of an emergency situation involving animals.

Cities seeking to enter into full service agreements agree to be governed by Animal Control codes within Chapter 5, Sedgwick County Code. If a city elects to adopt its own codes, the full service agreement would be removed and the city would be eligible for a limited services agreement or a mutual aid agreement. The City of Colwich has requested to enter into a limited service agreement with Sedgwick County.

Alternatives:
The Board of County Commissioners could elect not to enter into the agreement to provide services.

Financial Considerations:
Revenue generated will be managed through fund center 41001-110.

Budget Authority Adjustment: No additional budget authority is being requested. Sufficient budget authority is included in the 2017 and 2018 adopted budgets.
