Grant Summary and Timeline:

The Division of Health has managed the WIC Program in Sedgwick County (SC WIC) for the past 43 years.  WIC is a federal program administered by the Food and Nutrition Service of the United States Department of Agriculture that provides health and nutrition focused services to:

 A.                   Women who are pregnant, post-partum, or currently breastfeeding; and

B.                     Infants/children under the age of five.

 

WIC services include: nutrition education, immunization screenings, lactation support, referrals to community providers, and supplemental nutritious foods.

 

To qualify for SC WIC services, an applicant must meet the following criteria:

 

1.                     Household income must be at or below 185% of the U.S. Poverty Income Guidelines (currently $45,510/year for a family of four); and

 

2.                     Found to have at least one medical or nutritional risk factor; risk factors include, but are not limited to: overweight, dental problems, anemia, low birth weight, and/or prematurity; and

 

3.                     Live or work within Sedgwick County.

 

The Federal Fiscal Year (FFY) 2018 grant award for the Division of Health represents a decrease of $28,739 (-1.34%) compared to the previous FFY 2017 grant award of $2,152,005.   [See Attachment 1 - Table 1:  SC WIC Funding History (FFY 2008 - FFY 2017) for historical award information and Table 2: SC WIC Participation by Site Location (2015-17) for historical participation by site information.]

Budget Authority Adjustment:

Sufficient budget authority exists within the 2017 and 2018 adopted budgets; no additional budget authority is being requested.  The FFY 2018 award of $2,123,266 is for the period beginning October 1, 2017 through September 30, 2018.  Funds will be managed through fund center 38066-274.

 

Personnel considerations:

No new additional positions are being requested with this grant.  The current Division of Health Staffing Table has a total of 39 positions (33 Full Time and 6 Part-Time) assigned to the SC WIC Program; or a total of 36 Full Time Equivalent (1.0 FTE) positions.  Funding requested for the new FFY 18 grant period will support a total of 37 positions (31 Full Time and 6 Part-Time), or a total of 34 (1.0 FTE).

 

Expected measurable outcomes:

In FFY 2018, the SC WIC program will:

1.                     Increase the percentage of women enrolled in SC WIC Program that initiate breastfeeding*, from 76% to 78%. 

 

2.                     Provide client centered education to caregivers of children ages 2 to 5 found with obesity so that >80% of the children found with a BMI above the 95th percentile on the CDC age/gender growth chart will maintain or slightly reduce their BMI.

 

3.                     Increase the number of SC WIC Program participants who breastfeed for a duration of at least 3 months*, from 45% to 47%.

Requirements from Sedgwick County: (reporting requirements or other actions required of the organization should the grant be awarded)

1.                     Complete a Nutrition Services Plan and submit the plan to the State Agency by November 1st each year for approval. This plan is to be completed using the Nutrition Services Plan Guidance materials, provided by the State Agency, for the upcoming calendar year.

 

2.                     Submit to the State Agency a monthly affidavit of expenditures by the 20th of each month following the reporting month.

 

3.                     File with the State Agency an approved indirect-cost plan and cost allocation plan.

 

4.                     Sedgwick County is responsible for monitoring local retail vendors participating in the WIC Program.

 

Alternatives:

The BoCC may elect to not accept the funding, which would require KDHE to find an alternate hosting agency to provide services for residents of Sedgwick County.

Legal considerations:

The County may enter into this agreement pursuant to K.S.A. 19-101 et seq.  Pursuant to the County's grant policies and procedures, this grant agreement requires approval of the Board of County Commissioners.  A simple majority vote is required for approval.
