Amendment to the Agreement between COMCARE and DCCCA, Inc.

Recommended Action: Approve the amendment to the agreement and authorize the Chairman to sign.
Background: DCCCA provides several services for youth experiencing a serious emotional disturbance (SED). They provide important services that include short-term respite care and professional resource family care. Services are only provided with authorization from COMCARE through a referral process. DCCCA works with COMCARE to target treatment goals identified in the youth's individualized treatment plan.
Payments to DCCCA are funded through Medicaid revenue and are only made after a review of service transactions and documentation ensures compliance with all regulations. This amendment increases payment rates to Home and Community Base Services (HCBS) waiver services that were issued by Kansas Medicaid.
Alternatives:The services DCCCA provides helps reduce the risk that youths with SED will need psychiatric hospitalization or placement in restrictive levels of care due to their mental illness or behavior. Without this agreement, COMCARE will not be able to pay the appropriate rate for the services provided by DCCCA.
Financial Considerations:
Reimbursement Cap: $80,000.00
Funding Source: 310646-18 Medicaid Pass Through
Term: 01/01/17 to 12/31/17
Budget Authority: Sufficient budget authority is included in the 2018 budget, no additional budget authority is being requested.
Legal Considerations: The authority for this action is K.S.A. 19-101, and a simple majority vote is required.
Policy Considerations: All Sedgwick County policies were followed in the development of this renewal agreement.
