Recommended Action: Approve the lease agreement and authorize the Chairman to sign.

In an effort to provide more convenient access and better quality of service to consumers, COMCARE is relocating to a new site for Addiction Treatment Services (ATS) and Community Support Services (CSS) programs. The new proposed lease will provide access to needed services all in one centralized location.

The proposed location includes 26,447 square feet of space located within the former Harry St. Mall at 4035 E. Harry. This lease will allow the County to consolidate two leases into one leased location resulting in reduced lease costs. The new proposed site will be located in close proximity to Via Christi St. Joseph, St. Francis Community Services, and Sedgwick County Sheriff’s Office, all of which have a close working relationship with COMCARE. This location is also located directly on the City bus route which will allow consumers of COMCARE to better access these needed services. By consolidating these two programs, COMCARE believes it will also be able to save on administrative costs related to support staff, security services, cleaning/maintenance and other contractual items.

This lease will include a building that will be moderately modified and remodeled to suit. This enables the space to be configured more appropriately to meet the County space guidelines along with the specific program needs while also reducing the square footage after consolidation. Monthly lease rate will be $20,937 or $9.50 per square foot. Annual rate is $251,246. Build out costs are included within the lease rate. All additional moving expenses will be paid through COMCARE's existing budget. The lease is structured with a long-term focus that has an initial 10-year term along with five additional one year options to renew.
