Recommended Action: Approve the contract and authorize the Chairman to sign.

 

Voice Products Service, LLC, provides service and maintenance on the NICE voice recording system that records and stores the recordings for all 911 calls in Sedgwick County. Voice Products has been approved by Purchasing as a sole source vendor, being that they are the only NICE contracted public safety dealer for sales and support of NICE recording systems in Kansas and the surrounding region. The service agreement is for a one year period (August 2017 through August 2018).

 

The Kansas Open Records Act (KORA), K.S.A. 45-215, dictates the maximum amount of time organizations have to respond to requests for records from the recording system. The response time dictated in the service agreement with Voice Products Service, LLC, helps to ensure that the division is able to adhere to KORA mandated timelines in any situation where the recording equipment is not functioning. 911 recordings are frequently used in the successful prosecution of criminal cases in Sedgwick County. As a result, it is imperative that the division have a vendor that can respond quickly and is certified to repair the recording equipment.

 

Alternatives: If not approved, Sedgwick County Emergency Communication would be unable to record 911 calls.

 

Financial Considerations: 

Cost: Not to exceed $25,860

Funding Source: $25,860 11003-210 Emergency Telephone Service

 

Budget Authority Adjustment: No additional budget authority is being requested.  There is sufficient budget authority in the 2017 and 2018 adopted budgets. 

 

Legal Considerations: The authority for this action is K.S.A. 19-101 and a simple majority vote is required.
