Ten (10) vendor contracts to provide in-home services for the Senior Care Act (SCA) Program.

Recommended Action: Approve the contracts and authorize the Chairman to sign.

Background: The SCA program was established by the Kansas Legislature to assist older Kansans who have functional limitations in self-care and independent living, but are able to reside in the community with services the SAC program provides. The SCA program provides assessment, case management, and in-home services. Consumers share in the cost of services based on their income. Co-pay amounts are determined based on a sliding fee scale. The SCA program assists residents in need of attendant care, homemaker, and personal emergency response services allowing them to remain in the community and in the home environment of their choice.

The ten contracts are renewals with the following providers:
1. All Saint's Home Care, Inc.
2. Associated Homecare, Inc.
3. Home Buddy, LLC.
4. Home Technology Solutions, Inc.
5. Loving Hearts Home Care, Inc.
6. Mercy Home Care, LLC.
7. Mount Hope Community Development, Inc.
8. St. Raphael Nursing Services, Inc.
9. There's No Place Like Home, Inc.
10. Trust Homecare, LLC.

Financial Considerations:
Contract period starts: July 1, 2017
Contract period ends: June 30, 2020

The total budget for SCA is $1,334,177 for fiscal year 2018, compensation will not exceed this budgeted amount. The program is funded through the Kansas Department on Aging and Disability Services (KDADS). Contractors agree to accept compensation at the following rates established by Central Plains Area Agency on Aging (CPAAA) for Senior Care Act In-Home Services including attendant care, homemaker services and personal emergency response services. The rates are:
Homemaker Services: $16.00/hour
Attendant Care Services: $17.00/hour
Personal Emergency Response Service: $32.00/mo...
