Addendum to a Contract with Sedgwick County and Kansas Public Telecommunications Services, Inc. (KPTS).

Recommended Action: Approve the addendum and authorize the Chairman to sign.

 

After comments during a Commission budget hearing, staff researched and worked with KPTS to find a solution to fill the airtime while the Board of County Commissioners is in executive sessions during weekly County Commission Meetings.

 

Sedgwick County has a long standing relationship with KPTS to provide production and airtime for the weekly County Commission Meeting.  Sedgwick County contracts for a minimum of two hours per meeting, with excess time paid in quarter hour increments.

 

The relationship with KPTS has been very good, allowing for additional airtime when County Commission meetings run beyond the scheduled time.  KPTS also allows a wider audience across the County to view the Commission meetings.

 

Alternatives: If the addendum is not approved, the airtime during executive sessions will remain status quo.

 

Financial Considerations:  $25 per meeting if KPTS airs a pre-produced video from Sedgwick County during an executive session. The maximum total for 2017 is estimated at $400, to be paid from fund center 62002-110, no additional budget authority is being requested.

 

Legal Considerations:  The authority for this action is K.S.A. 19-101.  A simple majority vote is required.

 

Policy Considerations: To be consistent with the KPTS contract, once the addendum is approved, the Chairman is authorized to sign.
