Consideration of an agreement addendum with Wichita Housing Authority (WHA) for the Administration of the Resident Opportunity and Self-Sufficiency (ROSS) Program.

Recommended Action: Authorize the Chairman to approve and sign the addendum.

The City of Wichita has provided the Resident Opportunity and Self-Sufficiency (ROSS) Program, in partnership with the Central Plains Area Agency on Aging (CPAAA), to provide resident service coordination at four public housing facilities. Wichita Housing Authority (WHA) has received funding for the ROSS program through the U.S. Department of Housing and Urban Development (HUD) Resident Opportunity and Self-Sufficiency (ROSS) grant since 2002. Resident housing locations receiving service coordination services are: Rosa Gragg, Greenway Manor, Bernice Hutcherson, and McLean apartments.
HUD requires all ROSS grant recipients to identify sub-recipients and outline administration requirements including amount awarded, award term, records transparency and auditing. The Commission approved acceptance of ROSS grant funding on January 18, 2017. The addendum agreement between City of Wichita and CPAAA complies with HUD award and sub-recipient administration requirements, 2 CFR Part 200 Uniform Administration Requirements.

Alternatives: Not accept the agreement addendum and discontinue providing Resident Service Coordination to housing residents at the four identified locations.

Financial Considerations: Sufficient budget authority exists in the 2017 budget and the 2018 Recommended budget, no additional budget authority is being requested. Total grant award is $177,500 during the grant term starting January 18, 2017 and ending March 23, 2019 (Grant: $59,166.67 / Annually), approved by the Commission to accept the award January 18, 2017.
