RECOMMENDED ACTION: Adopt the Resolution for the 2018 Sedgwick County Operating Budget and the Capital Improvement Program, and authorize the Chairman to sign.

Sedgwick County held two public hearings on July 19 and July 31 regarding the 2018 Recommended Sedgwick County operating budget of $407,276,187. The proposed budget includes a $137,441,377 property tax levy, which is approximately equivalent to a property tax rate, expressed in mills, of 29.359 mills.

Sedgwick County's five-year Capital Improvement Program (CIP) includes the building, remodeling, and repairing of public facilities and infrastructure. Funding for the 2018 capital budget of $58,895,490 includes $2,034,490 for facilities and drainage projects and $56,861,000 for road and bridge projects. The CIP also includes a rigorous inspection and maintenance program of County infrastructure that protects investments in existing roads, bridges, and drainage structures.

Financial Considerations: The 2018 Recommended Budget includes appropriations of $407,276,187, which are funded in part with a property tax levy of $137,441,377. The property tax requires an estimated tax rate, expressed in mills, of 29.359 mills, based on the estimated assessed valuation.

Funding for the 2018 capital budget of $58,895,490 includes $1,534,490 for facilities projects, $500,000 for drainage projects, and $56,861,000 for infrastructure. Of this amount, $17,409,490 will be funded from cash resources, $3,450,000 from the issuance of debt, and $38,036,000 from other sources, including State and Federal Funding.
