RECOMMENDED ACTION: Approve the application for the grant, and if awarded authorize acceptance of the grant, the establishment of budget authority as provided in the Financial Considerations section of this Request, and implementation of the Staffing Table changes identified in the Personnel Considerations section of this Request.

The Sedgwick County Sheriff's Office received notice on June 26, 2017 from the U.S. Department of Justice inviting applications for funding under the FY17 Internet Crimes Against Children Task Forces and requested that the Sheriff's Office ICAC Taskforce submit an application by June 30, 2017 for which the federal portion should not exceed $285,181.00. This funding will cover the costs of the continuation of the existing program for an additional 15 months starting July 1, 2017 through September 30, 2018. This federal funding covers costs of two detectives, detective vehicle costs, training, supplies and other operating costs associated with the program. A portion of the funding will be passed through to the City of Wichita to reimburse them for the costs associated with a detective and program related vehicle costs. An interlocal agreement with the City of Wichita will be developed to pass through their share of funding once an award is issued by the U.S. Justice Department.

Grant Summary and Timeline: The following is a project abstract of the 2017 ICAC Continuation Grant Application.
The Sedgwick County Sheriff’s Office is the grantee and administrator of the Kansas Internet Crimes Against Children Task Force. The Sheriff’s Office uses ICAC Continuation program proceeds to fund one Sheriff Detective and one Wichita Police Detective dedicated to ICAC investigative duties. The Sheriff’s Office and the Wichita Police Department supplement ICAC staffing with a Police Sergeant dedicated to ICAC supervision, four Detectives four ICAC investigations, and four forensic Detectives who support ICAC investigators. The Kansas ICAC also works directly with the Wichita-Sedgwick County Exploited and Missing Child Unit. Together these units investigate all exploitation, missing, human trafficking, physical, and sexual abuse cases involving child victims.
Kansas ICAC and thirty-nine (39) task force affiliate agencies serve 503,889 residents of Sedgwick County and 2,885,905 residents of Kansas, which is an approximate increase of 1.1% over the last census. ICAC affiliate agencies include city, county, and tribal law enforcement. Additionally, Kansas has 8,093 registered Sex Offenders with 15% of those residing in Sedgwick County. Kansas ICAC is partnered with state and federal prosecutors and enforcement agencies. The State of Kansas has seen an increase in the number of identified Domestic Minor Sex Trafficking cases. Specifically, Wichita-Sedgwick County EMCU identified 61 victims and 49 suspects involved in domestic minor sex trafficking in 2016 and year-to-date have identified 43 victims and 29 suspects in 2017. The majority of these cases involved technology facilitated prostitution. Additionally, we have seen not only the advertisement of these crimes on the internet but the perpetrators utilizing social media to recruit victims. Kansas ICAC will continue to build relationships and enlist new task force affiliates and partners to combat the issue of Child Exploitation.
The short term goal is to maintain the competencies and capabilities of the Kansas ICAC unit. The successive goal is to enhance communication and increase training provided to current and potential affiliate agencies. Kansas ICAC strives to increase investigative and forensic capacity and increase the number of child predators identified and prosecuted. The progress of attaining the goals will be measured through accountability data reported periodically, per OJJDP requirements.

Expected measurable outcomes: Continued enforcement of Child Pornography and Exploitation Laws through investigation, arrest, prosecution and incarceration of offenders. This will provide a safer environment for children in our community and throughout the State of Kansas.

Legal considerations: The authority for this action is K.S.A. 19-101. The grant requires compliance with all applicable federal laws and regulation, including statutory-imposed non-discrimination requirements, grant administration requirements, and the standard Grant Assurances and Certifications. A simple majority is required.
