RECOMMENDED ACTION: Set the public hearing date and publish the notice of hearing once in the official County newspaper.
A public hearing is required to adopt a new elevator safety code within the Unified Building and Trade Code (“UBTC”) to replace the existing elevator safety code. The resolution would be proposed at the regular meeting of the Board of County Commissioners at 9:00 A.M., on Wednesday, the 16th of August at 525 N. Main, Room 320, Wichita, KS 67203. In this case, the 2016 Safety Code for Elevators and Escalators (ASME A17.1) published by the American Society of Mechanical Engineers (“ASME”), is proposed to be adopted, with various amendments, additions, and omissions that are included within the resolution. Also, along with the 2016 ASME A17.1, the 2014 Safety Standard for Platform Lifts and Stairway Chairlifts (ASME A18.1), and the 2015 Safety Code for Existing Elevators and Escalators (ASME A17.3), also published by the ASME, is proposed to be adopted.
The proposed adoption was extensively reviewed by the Electrical Board and a subcommittee was established in 2015 to review the specific requirements of A17.3 and the effect this adoption would have on the building owners and contractors. This subcommittee consisted of building owners and management personnel, Larry Weber, Mike Ramsey, Ray Moore; Wichita Fire Department, Brad Crisp, Steve Schowalter; Sedgwick County Fire Department, Gregory Harlan, Timothy Linot; Elevator Mechanic and Board Member Cole Hawkins; Elevator Contractor Ben Bosen; and MABCD personnel Chris Nordick, Bill Loveland and Tom Kerschen.
