This resolution proposes to amend section 4.2.240 of the Unified Building and Trade Code (“ regarding the Listing of Signs. 2014 NEC Article 600.3 of the electrical code within the Unified Building and Trade Code (“UBTC”) to replace the existing section requiring all signs to be listed by a nationally recognized listing agency, with less restrictive options, allowing an “Alternate Method” with little to no impact. In this case, section 4.2.240 was initially adopted December 2014 with an effective date of January 1, 2016 to allow the sign companies to comply. During the January 12, 2016 Board of Electrical Appeals meeting, eighteen (18) sign company professionals attended to express their concerns about the high costs of having all of their shop built signs listed, and they offered comments. It was decided to extend the enforcement date to January 1, 2017. In an effort to establish a good working relationship with the sign companies, and provide “options”, MABCD promoted meetings with the sign companies to encourage them to be an integral part of the adoption process by having monthly discussions regarding section 4.2.240. These meetings consisted of a group of sign companies including: Luminous Signs, George Lay Signs, Ron’s Signs, Nu-Line Signs, Miracle Signs, FSC Signs, Ad Craft Signs, Allen Signs, and LED Sign Company, along with the Wichita Fire Department, Tim Lenz with PEC engineering and Chris Nordick with MABCD. After many months of discussion and negotiations the sign company representatives met on November 16, 2016. A final proposal to the changes was made to section 4.2.240 and was agreed upon by all in attendance.
