Amendment to the 2017 Capital Improvement Program for NCAT Water Intrusion Repairs.

Recommended Action: Approve the amendment to the 2017 Capital Improvement Program (CIP).
Project Services is submitting a Capital Improvement Program (CIP) Amendment for repairs at NCAT. Since approximately May of 2011, the Gateway Building on the campus of the National Center for Aviation Training (NCAT) has experienced water intrusion during rain and storm events which has caused damage to the interior of the building. Schaefer Johnson Cox Frey Architecture, the original designers of the building, were asked to investigate the cause of the water intrusion, which was determined to be faulty installation of selected building panels and roof parapet caps. They also provided the County with estimated costs to repair the damage and prevent further water intrusion.
In November of 2016, a settlement in the amount of $195,000.00 was reached with the building contractors, of which, $182,608.10 is available to pay for the design and repair of the Gateway Building. The remaining amount was used for outside legal counsel during the settlement.
This CIP Amendment request is to transfer the settlement funds of $182,608.10 from a holding account to a CIP account and allow the County to proceed with repairs to the Gateway Building before any additional damage occurs.
Alternatives: Not approve the amendment and the project would not proceed.
Financial Considerations: $182,608.10 will be transferred from a holding account to the project and budget authority in that amount will be established in the project fund center.
