RESOLUTION REAPPOINTING MICHAEL S. BORCHARD AS THE SEDGWICK COUNTY APPRAISER.

RECOMMENDED ACTION:  Adopt the resolution.

 

Body

Background:  K.S.A. 19-430 requires the Board of County Commissioners of each county to appoint a County Appraiser to serve for a term of four years and until a successor is appointed.  Michael S. Borchard's current term expires on June 30, 2017. This resolution reappoints him to fill the term commencing July 1, 2017 and expiring June 30, 2021.

 

Each County Appraiser must have at least three years of mass appraisal experience and be qualified by the State's Director of Property Valuation as an eligible Kansas appraiser under the provisions of K.S.A. 19-425 - K.S.A. 19-436.  Each County Appraiser must also:  (1) be a currently certified general real property appraiser pursuant to article 41 of chapter 58 of the Kansas Statutes Annotated and amendments thereto; or (2) be a currently registered mass appraiser pursuant to rules and regulations adopted by the Kansas Secretary of Revenue; or (3) hold a valid residential evaluation specialist or certified assessment evaluation designation from the International Association of Assessing Officers.

 

Alternatives:  Deny the appointment.

 

Financial Considerations: The recommended action will not result in a direct financial impact.

 

Legal Considerations:  K.S.A. 19-430 requires the appointment be made by resolution.  A simple majority vote is required.
