Data Agreement between Sedgwick County EMS and the Kansas Board of EMS.

Recommended Action: Approve the Agreement.
Today, EMS systems vary in their ability to collect patient and systems data and to put these data to use. In addition, no means currently exists to easily link disparate EMS databases to allow analysis at local, state, and national levels. This agreement will enable Sedgwick County EMS to contribute data and benchmark standards of care with other EMS agencies at the state and national levels. It will also provide a conduit that allows better analysis of procedures and patient care protocols, evaluation of the role of EMS in health care, and help determine areas of improvement.
EMS providers in the state of Kansas are required by statute to report to the board data regarding patient care services rendered. This agreement specifies what data will be reported, what the data can and cannot be used for, and ensures the data is de-identified thereby protecting patients private and protected health information.

Financial Considerations: No costs are anticipated as a result of this agreement.
Legal Considerations: K.S.A. 65-6153 through K.S.A. 65-6156 are the statutes that govern this agreement. Approval is by simple majority vote.
